Wheel size FGP update

After extra and hefty discussion about the implementation of rules concerning age-category/max. wheel diameter .... organization decided all age categories can ride with a max. wheel diameter of 110 mm. So, even the younger categories are allowed to compete with 110mm, if they should consider it.
